Odd noise and rapid cycling when full

I inherited this ice maker from the building engineering staff where I work. They did not feel like working on it and were afraid it would not be worth fixing so they set this ice maker aside for me to take home and bought a new unit, different brand.

I have not actually witnessed the problem myself but the engineer tells me that it was acting like it was rapidly cycling between a couple of modes.

I believe the the unit works fine until the bin is full then it begins doing this.

Does anyone have a suggestions? Is there any troubleshooting guide or what have you available for the ice maker?

The ice maker did not cost me anything except to haul it home. It's probably a minor issue that I can correct. I just need some good ideas about where to start. I may hook it up so that I can see firsthand what it's doing, just haven't had a chance to do that yet.
